Competent supervision and management are essential to public safety. The
issues we face in public safety now are directly linked to these issues. We need the most capable people to get promoted. Your job is to demonstrate that you understand the mission of the department (don’t laugh, many don’t), that you need to get promoted for their sake and that you can function as a supervisor or manager today. I will help you.

Promotion provides an opportunity. It is not a reward, so the process must focus on projection (you in the job), probability (you and success) and penalties (associated with your promotion). Some people get promoted because they prepared for the process, not because they are the best candidate.
